The Challenge
A rapidly growing global maritime operator faced an influx of vendor proposals across procurement, technical services, and port operations. Manual email screening, unstructured proposal formats, and inconsistent evaluator scoring created slow vendor onboarding, limited traceability, and elevated compliance risk. Therefore, there is a need for an AI-driven automated vendor management system that can intelligently detect proposals, extract insights, verify vendor authenticity, and evaluate proposals using consistent scoring criteria.
Operational constraints included distributed teams across six main offices, a lean procurement headcount supporting hundreds of port calls and thousands of contracts, and strict regulatory and safety documentation requirements for maritime suppliers. The company required a solution that reduced cycle time while preserving auditability and human oversight.
Our Strategy
We designed a multi-layer, agentic automation platform that maps directly to the operator’s procurement workflow and compliance posture.
Integration and Ingestion
Email Detection Agent: LLM classifier to surface vendor proposals from general inbox traffic and route attachments to processing queues.
Metadata Extraction Agent: Extracts sender, timestamp, subject, and attachment types into structured JSON for downstream agents.
Authentication and Verification
Security Gatekeeper Agent: SPF/DKIM checks, domain authenticity, and document validation to flag high-risk vendors before deeper analysis.
Compliance Connectors: Integrations with external verification APIs to validate business registration, insurance, and safety certifications.
Document Processing and Understanding
Proposal Reader Agent: Multimodal LLM + OCR pipeline to parse PDFs and DOCX, identify Executive Summary, Pricing, Technical Approach, and Delivery Timeline, and convert proposals into normalized JSON for scoring.
Multi-Agent Scoring and Orchestration
Specialized Scoring Agents: Cost Evaluation, Technical Capability, Delivery Timeline, and Risk & Compliance agents each produce a score, reasoning, and confidence level.
Central Orchestrator: Aggregates weighted scores into a final Vendor Suitability Score and surfaces an explainability trace for auditors.
Human-in-the-Loop Experience
Procurement Dashboard: React/Next.js interface showing final score, verification results, document highlights, and AI reasoning trace; enables reviewers to accept, reject, or request clarifications.
Technology and Security Highlights
LLM and Document AI: Gemini 2.5 Pro for reasoning and document understanding; Azure Document Intelligence and Tesseract OCR for robust extraction.
Agent Orchestration: LangGraph for stateful multi-agent workflows; CrewAI for collaborative agent coordination.
Backend and Storage: Python (FastAPI), PostgreSQL for structured records, vector DB for historical proposal embeddings.
Cloud and Compliance: Deployed on Azure with optional multi-cloud failover; built-in audit logging, role-based access, and SOC 2 readiness patterns.
Outcomes and Benefits
Dramatic Time Savings: Automated proposal reading and scoring reduced evaluation time from days to minutes.
Consistent, Explainable Decisions: Standardized scoring agents removed subjective variance and produced AI reasoning traces for auditability.
Improved Compliance Posture: Early-stage vendor verification prevented high-risk vendors from entering the evaluation pipeline.
Scalability: The platform can process thousands of proposals concurrently, matching the operator’s growth across 9,500+ port calls and thousands of contracts.
Operational Efficiency: Procurement teams reallocated effort from manual triage to strategic supplier engagement, reducing operational cost and accelerating project timelines.
Conclusion
Using an agentic, multi-layer AI architecture, the solution delivered a production-ready vendor management system in a six-month fixed-fee engagement. The platform preserved human oversight while automating repetitive, high-volume tasks—enabling the maritime operator to onboard suppliers faster, maintain regulatory confidence, and scale procurement operations in line with its global expansion.
